The BBC reports that Welsh-language road signs mysteriously appeared on the Longthorpe Parkway in Cambridgeshire. They suspect it was the work of a practical joker. Presumably a Welsh practical joker.
This seems like really bad reporting by the BBC. How much effort would it have taken to call the construction company. It seems to me not to be a "prank" at all. The signs seem very much in keeping with temporary signs contractors use on jobs.
It may appear to be a "prank" as they were in place so far from Wales but if the contractor worked in Welsh and English speaking areas then it would be obvious why those signs were used.
