I think it's the creation of cartoonist David Rees, author of
Get Your War On, since a lot of the links lead back to his site. But I'm not sure why Rees created the site.

Why are there so many of these fake web sites around? There must be a reason why people go to so much effort.
I think they are new marketing, PR and advertising grads who are building portfolios to show prospective employers or clients. The internet is an effective forum to show what you can do.
