Bizarre Names and More!

This site has had me beyond baffled. Since I say it in April I have been waffling on whether it's serious or not:
http://www.geocities.com/goodhumanscode/
The front page seems to be a diatribe (with horrible grammar) on how to be a "good human". But check out the baby names: they actually suggest naming kids things like "Emailia" and "Oohay" (Yahoo backwards). And then he proceeds to give the unnamed elements of the periodic table names, since he's so good with names and all. The only other thing on there appears to be some sort of poem and a Russian mirror of the site. Maybe someone who can read Russian could go through the mirror and see if there's some joke behind this?
