Why are all laws God’s laws?  Is he just taking credit for the hard work of others?

But we still have governing authorities.  Kings & Queens, Presidents, Prime Ministers…All governing, yes?

The context in which that section was written is radically different. That supports the Divine Right of Kings and given that this was the party line at the time, it’s prudent to assume this is to what it refers. Probably refers to the sovreignty of the Church too. I’d guess it was added to the Bible to make people believe that the King was chosen by God.

The government is not appointed by God, it is appointed by us, the people. “The authorities that exist [back then] are established by God [royal families]”. This doesn’t ring true once the monarchy no longer governs.
