It’s not particularly that intriguing. Anyone can set up a website with a random series of numbers or letters. The fact that anyone else even knows about it must mean that whoever set it up posted it to a forum somewhere to drum up interest. Probably another lame viral campaign.

The problem with this is that Enigma was not a simple substitution cypher, it was probably the most advanced encryption device ever built before the advent of the computer. In fact only a computer was able to break it in any reasonable length of time.
