‘The Ring’ in picture form?

The story is this, in Japan shortly before a teenage girl comitted suicide, she drew this picture, scanned it and posted it online.
The freaky bit is this, they say it is hard for a person to stare into the girls eyes for longer than 5 minutes, there are reports that some people have taken their own lives after doing so.

there are all kinds of subtle optical tricks that can ‘draw people in’ to an image. the most famous example of this is Da Vinci’s Last Supper. Leaving Dan Brown aside, there are various ways in which the eyes are drawn to Jesus, mostly involving something called forced perspective, ie the room they are in seems to be disappearing into the background more than it should be, but the eye doesn’t notice that, it notices that Jesus seems bigger than he ought to be. Anyway, there’s clearly something fishy about this picture, but i don’t think it’s a ghost. Or a fish.

The picture seems to show differing amounts of blur. While no part of it is suffieciently blurred to be striking (looking just a bit soft-focus when examined), the blurring does not look consistant across the whole picture. Thus when you stare at one point (particularly the eyes as directed, which seem to be the sharpest part of the image), your brain is trying to pull the image into focus using visual cues from the part of the image under direct observation; hence the peripheral parts of the picture seem to ‘swim’ slightly giving an odd op-art effect. This is amplified by our natural tendency to flick our attention from one eye to the other at irregular intervals (an action called a saccade), which is periodically resetting our brains attempts to rationalize the image and preventing it from adapting to it.

In some parts of Asian cultures, blue eyes mean ‘water’ and are especially exotic to those cultures where the surrounding face features are dark by contrast.  It’s a mythical belief that blue eyes are portents or magickal. 

If, on the other hand, you are surrounded routinely by blue-eyed folks, you would view Asian eyes as exotic, desirable and magickal.

Many fears, superstitions, etc. are based on the perspective of ‘unusual’.

People say the picture changes, as you view it there is a hint of a growing taunting smirk appearing on the girls lips or a dark ring grows around the girl or her eyes.

Well, the mouth is very neutral - in fact, just by unfocusing my eyes and moving my head, I can make it seem to change expression.
And, of course, she already has dark rings round her eyes.
